 Jean Monnet Project “European traditions in Russian Education system: foundation for talent mobility” (ETRMO)

 
Jean Monnet Project “European traditions in Russian Education system: foundation for talent mobility”  (ETRMO) is a project supported by the European Commission in the framework of the Erasmus+ programme (Jean Monnet actions) awarded to Peoples’ Friendship University of Russia.
 
The Faculty of Economics and the Faculty of Faculty of Humanities and social sciences are involved in the implementation of such project, which started in September 2015 and will last until August 2017.
 
ETRMO project consists in a series of dissemination events (conferences, roundtable debates, workshops and study visits), aiming at reaching the following goals:
- Conduct events in European social sciences and humanities for comprehensive discussions.
- Ensure the participation of wide range of Russian regional universities in these events.
- Elaborate a common approach between European policy of security and defence and
 
Foreign policy of Russia in governing conflicts at the post-soviet space.
 
The proposed set of events would aim at supporting wide understanding and reflection of European social, business and cultural environment among Russian academic staff at universities, including those previously not encountered with such experience. Academics from distant parts of Russia would have a possibility to reach for new knowledge on the structure and operation of modern civil society, legal framework, tolerance assurance and social justice. 
 
The composition and deliverance of proposed events is targeted at covering all areas of modern EU social, business and political spheres.
 
 
Project activities
 

ETRMO (European traditions in Russian Education system: foundation for talent mobility) Jean Monnet foresees the organizations of the following events:

  1. Roundtable Analytical centers in foreign policies (2 days event), held on March 25-26, 2016 at Peoples’ Friendship University of Russia;
  2. Conference “Situation analysis of CIS countries” (2 days event), held on April 15-16, 2016 at Peoples’ Friendship University of Russia;
  3. Conference “Interconnection of democracy institutions and investment climate: European experience” (1 day event), held on 17 June 2016 at Peoples’ Friendship University of Russia;
  4. Study visit “European Business and Economy” (1 day activity), on June 15, 2016 at the European Business Association;
  5. Roundtable External policy of Russia in CIS” (2 days event), activity planned in the second year of the project;
  6. Workshop European Union Law: the foundation of democratic state (2 days event), activity planned in the second year of the project;
  7. Comparative European Social Policy: a pathway to balanced society (2 days event) activity planned in the second year of the project;
  8. Study visit “International Business in European Union” (1 day activity) activity planned in the second year of the project.

Other activities carried out in the framework of the project

 

In addition to the planned activities, ETRMO project team participated actively in events aimed at disseminating the projects’ results. Such events includes, (please list 2-3 events where you or other participants of the project intervened).

ETRMO project team also participated actively in activities dedicated to Erasmus+ and Jean Monnet programme held at the EU representation in Moscow organized by the Russian Erasmus+ Offices.

The events attended were:

  • Information session on the Erasmus program, held on October 13, 2015 at the EU Delegation in Moscow;
  • Webinar, Jean Monnet programme, December 17, 2015, organized by EACEA and European Commision (DG Education),
  • Consulting and methodical workshops on Capacity Building, Jean Monnet and Credit Mobility, held on January 21-22, 2016 at the EU Delegation in Moscow;
  • International seminar “Enhancing cooperation in Erasmus+ with programme and partner countries”, held on May 12-13, 2016 at the EU Delegation in Moscow;
  • Workshop for JEAN MONNET grant holders, held on May 27, 2016 at the EU Delegation in Moscow.

Roundtable Analytical centers in foreign policies

 

The event roundtable Analytical centers in foreign policies was held on March 25-26, 2016 at Peoples’ Friendship University of Russia in the framework of the international scientific and educational project Jean Monnet project 565672-EPP-1-2015-1-RU-EPPJMO-PROJECT «European traditions in Russian Education system: foundation for talent mobility / ETRMO».
The two-day event gathered Russian and European experts in think tanks and research centres.
The main goal the event was to analyse the process of foreign policy research centers ("think tanks") formation in the EU and Russia and to discuss the degree of their influence on the adoption of foreign-policy decisions. 
The first panel of the first day of the event was dedicated to think-tanks and EU foreign policy process. In such panel Yury Borko, Head of EU Documentation Center, Institute of European Studies (Russian Academy of Sciences), Christian Poljanec, Department of Law at Faculty of Economics and Business (University of Zagreb) and Tatjana Vasiljeva, Riga International School of Economics and Business Administration (RISEBA) intervened.
The second panel, help in the first fay of the event, was dedicated to economic diplomacy and role of think thanks. The guest speakers who contributed in such session were Dr. Czegledy Tamas (University of the West Hungary) and Erzsebet Nedelka (University of the West Hungary). From the side of Russian experts, Prof. Alexander Zobov, Head of Marketing Department (Economic Faculty, PFUR), contributed in this session with an intervention dedicated to think tanks in the country national branding system.
The second day of the event was a panel dedicated to International security Issues. In such part of the event, professors and young researchers debated security issues from several academic perspectives.

Expert Seminar "Theory and practice of situation analysis" and Situation Analysis "The conflict potential of the post-Soviet space"

At Peoples' Friendship University of Russia on April 15, 2016 – on April 16, 2016 on the basis of department of the Theory and history of the international relations of FGSS and with participation of Economics Department PFUR Conference on a subject has taken place: "Theory and practice of the situational analysis" and situational analysis "Potential of the conflict of the former Soviet Union" with participation of students, graduate students, teachers, professors of the university. 
The Conference was realized in the frame of the project "European traditions in Russian Education system: foundation for talent mobility/ ETRMO" LLP - Jean Monnet Programme, Key Activity 1, Jean Monnet project (Project identification number 565672-EPP-1-2015-1-RU-EPPJMO-PROJECT). This project has been funded with support from the European Commission
At the Conference and a round table there were more than 40 students, teachers, professors and foreign speakers from Germany, Belarus, Armenia, Moldova and Slovakia.
 
On April 15 within a subject of Situational Analysis "The Conflict Potential of the Post-Soviet Space" have been heard these speeches of speakers:
Minasyan Sergey Mamikonovich (Armenia) the deputy director of Institute of the Caucasus (Yerevan) who has arrived with performance on a subject “Karabakh conflict: actual military and political issues” 
 
 
Dr. Lyudmila Georgiyevna Pochebut (Russia) the teacher of St. Petersburg State University of Social Psychology made the report: "Psychology of crowd and modification of human soul in crowd: reasons and consequences".
 
Elena Anatolyevna of Dostanko (Belarus) the candidate of political sciences, the associate professor of the international relations of the Belarusian State University has touched upon a subject " Current regional security challenges for the Republic of Belarus (economic, military and migration issues)"
And Lyudmila Lipkova (Slovakia) Dr.h.c. Professor, Dean of the Faculty of International Relations, University of Economics in Bratislava with performance on a subject "Regional Security: Challenges for CEE"
 
Seminar "Investment climate: the experience of the European Union"
 
The visiting expert seminar "Investment climate: the experience of the European Union" was held on June 15, 2016 at the European Business Association in the framework of the international scientific and educational project Jean Monnet project 565672-EPP-1-2015-1-RU-EPPJMO-PROJECT «European traditions in Russian Education system: foundation for talent mobility / ETRMO».
 
The meeting was held by General Director of European Business Association in Russia, Dr. Frank Schauff. The meeting was adapted to the student audience, friendly and informal.
AEB consists of enterprises and entrepreneurs from the European Union Member States (EU) and European Free Trade Association (EFTA), which do business with and / or in the Russian Federation. These members form the General Assembly of the Association of European Businesses, defining the overall strategy and policies of the association.
AEB was established in 1995 on the initiative of several European companies registered in the Russian Federation, the ambassadors of EU member states and heads of delegation of the European Commission in the Russian Federation.
 
Dr. Frank Schauff was elected as General Director in June 2007 and re-elected in April 2013 for the third term. Dr. Schauff’s professional and academic experience positions the AEB to promote and expand recognition in Russian and allows to engage in lobbying and political consulting.
Before joining the AEB, Dr. Schauff held the post of Advisor on Foreign Policy to the Party Executive of the Social Democratic Party of Germany (SPD) from 2001.
 
Dr. Schauff has had a deep interest in Russia since his days as a student of Russian Studies at the University of Cologne and Volgograd State University (USSR). He went on to take a degree in Economic History and Political Science at the London School of Economics and Political Science (LSE) and a Masters Degree in The Government and Politics of Russia and Economic History. He obtained his doctorate in East European history from the University of Cologne in 2000, and spent a number of years as a lecturer in East European studies at the Free University in Berlin.
 
The AEB committees and working groups represent the interests of European businesses in Russia by:
 
Working together with the Russian authorities in order to improve the investment climate in the interest of European businesses
Providing private, as well as open, discussion forums in which committee members share information, expertise and experience
 
Providing the European business community with up-to-date information on various fields and sectors through seminars, briefings and round tables.

The event was organized by the Coordinator of the Erasmus plus project, Deputy Head of the Department marketing Ph. D. Degtereva Ekaterina.
 
 
The visiting seminar was attended by researchers, leading teachers and students.
 
 
Conference "The Relationship between democratic institutions and the investment climate: the European experience»
 
The scientific conference "The Relationship between democratic institutions and the investment climate: the European experience» was held on 17 June 2016 in the framework of the international scientific-educational project Jean Monnet project 565672-EPP-1-2015-1-RU-EPPJMO-PROJECT «European traditions in Russian Education system: foundation for talent mobility/ ETRMO».
 
 
The investment climate is the most generalized characteristic of investment processes in the country which represents the combination of different socio-economic, natural, environmental, political and other factors that determine the scope, volume and the rate of investment attractiveness of the region. During the conference particular importance was given to the influence of democratic institutions on the investment policy. The participants considered the EU experience in the creation of a democratic society, the key issues and challenges to the development of democratic institutions in Russia.
 
The concept of investment climate is complex and comprehensive and may be analyzed both at the macro and microeconomic level.
 
 
One of the most important conditions for economic growth is a balanced investment policy, strategically aimed at maintenance of long term economic and political stability. The conference examined the prospects of Russian investment climate on the basis of the positive experience of the EU investment policy reform.
 
 
Sections of the scientific conference:
The experience of European countries in the field of stimulation of investment activity. Participation of democratic institutions.
Investment climate in Russia in terms of sanctions policy: challenges and prospects. The role of democratic institutions.
Comparative features of investment prospects of regions of Russia and countries of the European Union. The positive experience of the EU in the formation of the investment policy of the European regions. 
 
The conference gathered more than 30 participant including representatives of the scientific community, leading teachers of  Russian Universities, representatives of companies, students. 
 
 
This event contributed to a better understanding of the role of democratic institutions in the development of investment attractiveness of the country, as well as strengthened capacity of  PFUR as the leading scientific and educational center for the study of problems of increasing the investment attractiveness of Russia on the basis of the positive experience of the European Union.
